Prior to her position at USDA NIFA Shabnam served as the Title VI Manager for the Maryland Department of Transportation State Highway Administration. In this position Shabnam was responsible for directing, managing, developing, implementing, delivering, and monitoring external Civil Rights programs, including: Title VI, Contractor Compliance, Limited English Proficiency, and On-the-job Training Supportive Services. Shabnam provided technical assistance and delivered training to local government entities and to ensure compliance with applicable State and Federal Civil Rights laws.
Prior to her position as Title VI Manager, Shabnam served as the Program Analyst Manager at the Maryland Transportation Authority where she provided oversight of the goal setting analysis for the Minority Business Enterprise, Small Business Reserve, and Veteran Small Business Enterprise programs.
Shabnam received a Masters of Arts in Leadership and Management from Notre Dame of Maryland University and is a member of the Delta Mu Delta and Kappa Gamma PI Honors Societies. She received her Bachelor of Science degree in Business Communications from Stevenson University.
